The following town documents have been found at the City of Gardiner Maine web site, these documents pertain to the OCDBG federal housing grant money that the City of Gardiner Maine had received from Hud . According to these documents, the City of Gardiner Maine enacted special housing rules for certain people. I just happen to find these by accident the day before they had been removed, by strange concidence the same day I sent email to all the council members at the City of Gardiner Maine. These documents  do not appear to be on the City of Gardiner Maine web site anymore. According to these documents special rules were made and applied to fit the outcome of certain individual applicants based on the City of Gardiner Maine preference, the rules were customized to fit certain individuals

In other words The City Of Gardiner Maine Gives Federal Grant Money To Whoever it feels like reguardless of HUD rules.

January 8, 2004 Housing committee Meeting Minutes states the following:

"The committee considered a letter from an applicant who wished to appeal a decision on their application. The committee reaffirmed the applicant has existing liens on their property. The committee rejected the appeal based on the property tax and sewer liens on the property, as stipulated in the guidelines. If the liens were removed, the applicant would become eligible for assistance under the guidelines" (EXACT WORDS JAN 8, 2004)

February 12, 2004 Letter from Lynn Paul, Housing Program Administrator states the following:

"February 12, 2004

Dear Housing Advisory Committee Members:

Attached are the revised Housing Program Guidelines which reflect the changes we have discussed. Page 5 Section VI No. 2 (No liens) have been added which we agreed upon during the November 20, 2003 meeting. Also, Section XIII, No. 8, referring to City Council has been deleted from the complaint policy. It was not suppose to be included in the original guidelines and was by mistake.

How exactly is it possible to disqualify a HUD applicant on rules that do not EXIST until 42 days after the fact? (FRAUD that's how and it amounts to $25,000.00)

February 19, 2004 Housing Committee Minutes states the following:

"Housing Committee Minutes 02/19/04

 5. Program Guidelines Amended as presented" (EXACT WORDS February 19, 2004)

Program Guideline amended as Presented on February 19, 2004, exactly 42 days after January 8, 2004. How interesting? Proof of HUD FRAUD? I think so. Exactly 42 days after the meeting of January 8, 2004 Housing Committee Minutes that state the following "If the liens were removed, the applicant would become eligible for assistance under the guidelines" The GUIDELINES WERE CHANGED TO EXCLUDE applicants with liens only, they said so, themselves, however applied the Guidelines 42 days RETRO ACTIVE AFTER THE FACT= FRAUD, and then they try to hide it in secret recorded conversations at city hall. In addition to the Above After the Fact Rule Changes City Manager Jeff Kobrock Enacted His Own Personal Policy Against Peter Wlodylo on June 10, 2004 in RETALIATION for complaints of HUD FRAUD and corruption still continues to this day to RETALIATE against the Wlodylo Family to the point where he is trying to destroy the Wlodylo Family home and KICK the Wlodylo Family out on the street, out of their own home Follow this link for more info.

To further back up what I am saying, the former Community Development Director of the city of Gardiner Maine Chris Paszyc was recorded in secret, lying about this very same subject. I am going to release those recordings here. Chris Paszyc had to lie to cover up the rule changes to allow and qualify all other HUD applicants that owed the city back taxes otherwise how could he explain to Peter Wlodylo why he was not eligible. The rule changes were kept secret from Peter Wlodylo. Jeff Kobrock and Chris Paszyc were recorded in secret denying the rule changes. More recordings coming soon.

Jeff Kobrock Seems to think Mainers Are Stupid, he dosen't think Mainers have computers that can search the web, that can find documents and expose him and he dosent think we have digital voice recorders. He dosen't think that we can post recordings on our web site, he is wrong.

These above statements were recorded by me at two different conversations
at the city hall in Gardiner at the above dates and times, Chris Paszyc is director
of this housing Program to help people fix their homes, as the city had received
a $300,000.00 grant for this purpose. The above statements are word for word
from Chris Paszyc that have been recorded at his office, unknown to him. these
recordings are on CD disk. The problem is he is lying in the second statement, as
he does not want to reveal how they resolved this issue with the other applicant
who also applied for this housing grant money, as they would have to treat all
applicants on an equal basis. I believe, this is part of Federal Regulations that
all applicants are treated equal. They have to lie otherwise, they have to treat everybody equally. On the surface they appear to follow the rules, beneath the
surface its a whole different story. I made the above recordings at the office of Chris Paszyc in secret because his explanation of the application process was not adding up.

NOTE- Chris Paszyc is a founding member of the Executive Board of Gardiner Main Street Inc and also is the former Town Manager of Madison, Maine in addition to being the former City of Gardiner Community Development Director.
